Joint Statement from SEIU Local 2015 and UDW on California’s IHSS Fraud Enforcement Action

Sacramento, CA – The Service Employees International Union (SEIU) Local 2015, SEIU California, and UDW/AFSCME Local 3930 released the following statement today in response to Attorney General Bonta’s announcement of charges against 103 individuals for defrauding the IHSS program.

The statement may be attributed to Arnulfo De La Cruz, President of SEIU California and SEIU Local 2015 and Doug Moore, Executive Director of the United Domestic Workers of America (UDW/AFSCME 3930):

“The In-Home Supportive Services (IHSS) program is a lifeline for more than 900,000 children, seniors, and people with disabilities across California in need of vital care. It allows people to live with dignity and independence in their own homes, keeps families together, and saves taxpayers billions of dollars compared to institutional care.

“We thank Attorney General Rob Bonta, the California Department of Justice, and the Department of Health Care Services for their ongoing work to ensure the integrity of this vital program. There is no room for fraud in our long-term care system, and California continues to lead the way in protecting this program for those who need it.

“Hundreds of thousands of dedicated IHSS providers show up every day to care for California’s most vulnerable residents. The cases announced today represent a tiny fraction of the total IHSS caseload and do not justify the federal government’s attack on the program, including withholding nearly $4 billion in funding to California. Deferring these funds causes real harm to those who rely on the care delivered through IHSS every day.”

UDW represents more than 250,000 dedicated home care and family child care providers across California. Their members are the backbone of care for seniors, children, people with disabilities, and working families—fighting for fair wages, better working conditions, and policies that strengthen our communities.

SEIU Local 2015 is the largest union in California, representing more than half a million long-term care workers (home care, skilled nursing facility, and assisted living center workers) throughout the state. Its members are as diverse as the state’s population but united in their commitment to caring for California’s older adults and those with disabilities.
